TI-LED) department is d to foster a vibrant and competitive private sector, accelerate industrial development for economic growth, support local economic development through strategies that enhance private sector investment and promotion, creation of employment, increase household income, and Promotion of Local Economic Development.

Implementation of Job Wealth Creation Programs
It is the responsibility of the department of Trade, Industry, and Local Economic Development to superintend over the implemention of Government programs like Presidential Initiative on Job and wealth creation (
Emyooga) and the Parish Development Model (PDM) at the Municipality.
In line with this responsibility, the department mobilizes, trains and encourages the people of Entebbe to participate and also take advantage of these Government initiatives by registering and participating in order to access support, create jobs, and improve household incomes through sustainable wealth creation.
Emyooga Program
Since 2019, the Department has been implementing the
Presidential Initiative on Wealth and Job Creation (Emyooga) as part of the Government’s broader strategy to transform 68% of households from subsistence to market-oriented production. The overall objective of the program is to promote job creation and improve household incomes.
Entebbe Municipality has 36 Emyooga SACCOs formed across the 18 Emyooga categories
. All these SACCOs have been successfully registered with the Ministry of Trade, Industry and Cooperatives in Kampala.
To date, the Municipality has benefited from a total of UGX 1,000,000,000 (One Billion) (as of 9th September 2025) under the Emyooga Program. The funds, disbursed by the Microfinance Support Centre (MSC)
, are directly transferred to the respective Emyooga SACCO bank accounts for onward lending to beneficiaries at an affordable interest rate of 8% per year.
Parish Development Model Program
Pillar 3: Financial Inclusion
Pillar 3 of the Parish Development Model (PDM) focuses on
reducing financial exclusion by expanding access to affordable financial services and promoting a culture of savings, investment, and insurance at the household level. Its key components include:
- Formation of Parish-level PDM SACCOs
- Provision of Business Development Services (BDS) and financial literacy programs
- Development of an Integrated Financial Management and Payment System (IFMS)
In Entebbe Municipality, implementation of
Pillar 3: Financial Inclusion is underway with a total of
four (4) Parish SACCOs successfully registered with the Ministry of Trade, Industry and Cooperatives in Kampala.
To date,
each Parish/Ward SACCO has received UGX 307,000,000, totalling UGX 1,228,000,000 (One billion, two hundred twenty-eight million) These funds are disbursed directly by the Government through the
