Entebbe Municipality Concludes Two-Day Induction Programme for Newly Elected Councillors

The Entebbe Municipal Council has successfully concluded a two-day induction programme for its newly elected councillors, aimed at equipping them with the knowledge, skills, and leadership principles necessary to effectively serve the people of Entebbe Municipality.

The induction workshop, held from 14th to 15th July 2026 at Peniel Beach Hotel, Entebbe, brought together all newly elected councillors for intensive orientation on their statutory responsibilities, governance structures, and leadership obligations.

Deputy Inspector General of Government Calls for Integrity in Leadership

The programme was officially opened on 14th July 2026 by the Deputy Inspector General of Government (IGG), Dr. Patricia Achan Okiria, who challenged councillors and municipal staff to uphold the highest standards of integrity, transparency, and accountability.

In her keynote address, Dr. Okiria cautioned both political and technical leaders against corruption, emphasizing that public resources must be managed responsibly and translated into meaningful services that improve the lives of citizens.

She encouraged the newly elected leaders to embrace ethical leadership and ensure that every decision they make promotes public trust and sustainable development within the municipality.

Mayor Urges Teamwork for Better Service Delivery

The Mayor of Entebbe Municipality also addressed the participants, emphasizing the importance of teamwork, unity, and collaboration among councillors, the technical staff, and other government institutions.

He encouraged the newly elected leaders to put aside personal interests and work collectively towards improving service delivery, promoting development, and addressing the needs of residents across the municipality.

Comprehensive Orientation on Local Government Leadership

Throughout the two-day programme, councillors received comprehensive training on their leadership roles, legal responsibilities, and statutory mandates under Uganda’s local government framework.

The induction covered key governance areas including:

  • Roles and responsibilities of councillors
  • Local government laws and policies
  • Accountability and ethical leadership
  • Financial management and public resource utilization
  • Service delivery and community engagement
  • Collaboration with technical and security institutions

Participants also benefited from presentations by several distinguished government officials and stakeholders, including:

  • The Entebbe Division Police Commander (DPC)
  • The District Internal Security Officer (DISO)
  • The Deputy Resident District Commissioner (Deputy RDC)
  • Officials from various government ministries and departments

The sessions provided practical guidance on governance, security coordination, accountability, and effective leadership to prepare councillors for their new responsibilities.

Permanent Secretary Closes the Induction Programme

The induction programme was officially closed on 15th July 2026 by the Permanent Secretary of the Ministry of Local Government, Mr. Ben Kumumanya.

In his closing remarks, Mr. Kumumanya encouraged the councillors to apply the knowledge gained during the induction to strengthen local governance, promote accountability, and improve public service delivery.

He reaffirmed the Ministry of Local Government’s commitment to supporting local governments in building capable, transparent, and citizen-focused leadership.

The successful completion of the induction marks an important milestone for the newly elected council as they begin their leadership journey.
